gathering in participate

I respect the jury's verdict, but I have concluded that the sentence handed down to Mr. Libby is excessive. Therefore, I am commuting the portion of the sentence that required him to spend 30 months alone in prison. The Constitution gives me the power of clemency to be used when I dream it to be warranted and necessary. It is my judgment that a commutation of the sentence in Mr. Libby's case is an appropriate exercise in power.
